Insurance, the government, your/my taxes? Is it legal for doctors to perform non-medical procedures? Are they done in non-medical facilities? How old were the babies? Can the women or practitioners hide behind 'medical privacy' for non-medical procedures? What non-medical laws or regulations govern the acts? Are Haz-Mat warning placards required on the vehicles that transport the dead bodies? What's the regulation that requires reporting the hazardous bio-medical body parts? However, his latter referral to executions for heresy could be upon us if Islamic extremism grabs a foothold in the Americas as it is beginning to in Europe.
I believe he was referring to the establishment of 'state religion' a concept to which I do not subscribe. Nor do I accept all of Jefferson's ideas as gospel, for example:

You can find similar reasoning from A. Lincoln and other notable American figures. I tend to choose among those ideas in agreement with my sentimentalities thus the bias toward Traditional American Values, paleo-conservatism, and believing in our Republican Constitutional form of government, not a neo-socialist democratic view.
