o'propaganda - Volunteer Service

The San Diego Union newspaper, Friday, 23Oct09, had its usual two pages of cartoons; however, nearly half of all the cartoons embedded some "volunteer service" message.      o'who's propaganda machine and the NEA (National Endowment for the Arts [ your taxes ] ) are weaving subtle brain washing messages via the 'fringe media.'

"A civilian security force as well funded and as powerful as the army."

...How can the president get away with even the suggestion?

And ...how might such a force be used?
