For anyone that isn't a Star Wars: Senator Palpatine was a man that came to power by condemning a war. He was made Chancellor of the Galactic Republic. While he was a politician he also used his sorcerer powers for evil, or the dark side of the force. He then used expediency to change the government and eventually overhaul it. He ended the republic and made himself an emperor. He then tried to solidify his position by creating a weapon that could destroy planets called the Death Star.
