SACRAMENTO • Assemblyman Steve Knight's measure to allow law-abiding citizens to obtain concealed weapons permits was voted down Tuesday [12Jan10] in the Assembly Committee on Public Safety.
Assembly Bill 357 would have ensured law-abiding citizens are treated fairly when applying for a permit to carry a concealed weapon.
There are 58 counties and even more local law enforcement agencies throughout California that each have separate interpretations of who they believe can lawfully carry a concealed weapon.
Over 38 states stipulate that local law enforcement "shall issue" a permit if failsafe conditions are met, and what they have found is a reduction in violent crimes. It's hard to dispute that criminals will avoid a conflict if they are unsure whether their victim is armed, according to a Knight press release. After Florida changed its laws in 1987 the state's violent crime rate has gone down 30 percent. But in California applicants must demonstrate "good cause," which allows agencies to subjectively deny most, if not all, CCW permits, according to a Knight news release.
California has one of the most stringent prerequisites to gain permission to carry a weapon for self defense, he said, including an extensive background check, firearm training, and in some cases face-to-face interviews. "This is a fairness issue — when all the requirements are met for a CCW the local jurisdiction should honor our Constitution," said Knight, R-Palmdale. "The arbitrary system of issuing conceal carry permits needs to be changed, and I will not give up on this issue."

The one and only Republican on the committee voted in favor.  The rest of the committee (ALL DEMOCRATS) voted against it.  Public Safety Committee member Fiona Ma is also the Assembly Majority Whip.  She will NEVER vote for it, and probably because of her,  neither will any of the other Democrats on the committee. (Why the majority in this state even needs a Whip is beyond me.)
Actually the first time around it went like this... 4-1

... of the 3 Republicans..

1 Vote For Assemblyman Curt Hagman (R-CA 60th)

Firearms, California AB 357: License To Carry Concealed Firearm
This bill converts California's concealed weapons permitting system from a 'may' issue to a 'shall' issue.  More than 30 states have moved to a 'shall' issue state.  The undisputed facts are that the expanded issuance of concealed weapons around the country has not resulted in problems or crimes by permit holders.  This proposal would solve the issue of arbitrary standards, and create a fair and equitable process for all applicants.  --

Hi everyone,
AB 357 is scheduled for next Tuesday (Jan. 12th) in the Assembly Public Safety Committee.  It was added to the schedule this week.
Most everyone knows how this works but in case you don't, here is a good strategy for the few days we have to take action on this issue.
1) You can write a short e-mail and send it to all the 7 offices at the same time by using the "one click" feature on the Cal NRA page here:
the direct link to the bill and the "one click" for e-mailing all of the offices at once is here:
2) Next, you can take the same letter you just e-mailed and fax it to each office so it will be there when they open up Monday.
( emails and phone calls count as 1 vote & personal letters mailed or faxed in count as 10 votes on the tally sheets !!! )

Here are the fax numbers for the Sacramento offices:
Tom Ammiano            (916) 319-2113
Curt Hagman              (916) 319-2160
Warren T. Furutani    (916) 319-2155
Danny D. Gilmore      (916)-319-2130
Jerry Hill                    (916) 319-2119
Fiona Ma                   (916) 319-2112
Nancy Skinner         (916) 319-2014
3) Lastly, you can call each office on Monday and ask the assembly member to support AB 357 as the vote is the next day.  One office said today a lot of calls where coming in from the El Centro area.  Good to hear !
See you all at the range Sunday !

the license upon proof that the person applying is of good moral
character and meets other criteria relating to residency and
